ASIRT investigating Calgary police shooting at CTrain station

The Alberta Serious Incident Response Team is investigating a Calgary Police Service shooting that injured a man at a northwest Calgary CTrain station earlier this week.

The incident occurred shortly after 11:30 a.m. on Tuesday, Dec. 16, at the Dalhousie CTrain station. According to ASIRT, a man holding a knife approached a City of Calgary bylaw officer who was seated in a vehicle outside the station. The bylaw officer contacted police for assistance.

Two Calgary Police Service officers responded to the call. Police say the officers encountered the man on a walkway leading to the station, where he was still holding the knife.

ASIRT reports that one officer was carrying a handgun and the other was armed with a rifle. The officer with the handgun drew a conducted energy weapon and pointed it at the man. Police say the officers instructed the man to drop the knife and get on the ground.

According to ASIRT, the man moved toward the officers while still holding the knife. One officer discharged the conducted energy weapon, and the other fired a rifle immediately afterward, striking the man.

Police say the man fell to the ground, and officers began providing first aid. Paramedics transported him to hospital, where he was treated for his injuries. He survived, and no other injuries were reported.

Under Alberta’s Police Act, the Police Review Commission directed ASIRT to investigate the incident. The investigation is examining the officers’ use of force.

ASIRT says the information released reflects the preliminary details available to investigators. The investigation is ongoing, and no further information is expected to be released at this stage.

ASIRT is an independent, civilian-led agency operating under the Police Review Commission. It investigates incidents involving Alberta police services and peace officers that result in death, serious injury or potential criminal offences.

Alberta RCMP industry blitz leads to arrests of priority offenders

Alberta RCMP arrested 14 priority offenders and laid more than 40 new criminal charges during a provincewide enforcement initiative targeting crime linked to critical infrastructure.

The operation, known as an Industry Blitz, was carried out between Nov. 24 and Dec. 5 and focused on individuals suspected of offences involving oil, electricity and other critical infrastructure sites, according to Alberta RCMP.

Multiple specialized units took part in the blitz, including Crime Reduction Units from all four Alberta RCMP districts, the Alberta RCMP Community Response Team, Air Services, Police Dog Services, the Emergency Response Team and local detachments.

RCMP say the operation resulted in the execution of more than half a dozen arrest warrants, the recovery of six stolen vehicles and multiple offenders being remanded into custody.

The enforcement effort focused on individuals ranked by RCMP as priority offenders — a designation based on the level of harm an individual causes in communities. Alberta RCMP maintain a database of approximately 85,000 offenders, ranked using a matrix developed by its Strategic Analysis and Research Unit that applies the Uniform Crime Severity Index to individuals rather than communities.

Several notable arrests were made during the blitz across southern, central and northern Alberta.

In the Lethbridge area, Adam Filipcic, 36, of Claresholm, was arrested after fleeing police during a theft investigation involving stolen lumber. With assistance from RCMP Air Services, police followed the suspect to an associate’s residence, where he was arrested. Filipcic faces multiple charges including theft, dangerous driving, flight from police and weapons-related offences, and was remanded into custody.

In the Edson area, Tyler Van Nes, 46, was arrested on outstanding warrants related to failing to comply with probation orders and was remanded into custody. Kyle Schellenberger, 36, also of Edson, was arrested on warrants related to stolen property, assault and failing to comply with release conditions, and was later released on conditions.

In Drayton Valley, RCMP recovered two stolen vehicles and arrested two suspects with the assistance of Air Services after a theft involving a vehicle left running outside a business. Charges are pending against a 23-year-old man from Sunchild First Nation.

In Parkland County, police intercepted two stolen vehicles leaving a priority offender’s residence. With assistance from multiple RCMP units, two repeat offenders were arrested following a coordinated pursuit that included a police vehicle being rammed and the use of a tire deflation device. Christopher Stebbings, 18, of Spring Lake, and Aaron Robertson, 33, of no fixed address, were both charged with multiple offences and remanded into custody.

Additional arrests were made in Mayerthorpe, Sedgewick and Yellowhead County involving stolen vehicles, outstanding warrants and breaches of release conditions. Those arrested include Allan Brick, 60, of Alexis Nakota Sioux Nation; Eugene Galang, 29, of Sedgewick; and Matthew David Harris, 43, of Edson.

Staff Sgt. Luke Halvorson, non-commissioned officer in charge of community safety, said the coordinated approach allows RCMP to target prolific offenders more effectively.

“These operations are very important to the safety of Albertans as they allow for the use of varied specialized units to target prolific and priority offenders and thus being proactive in our policing approach,” Halvorson said. “We observed that though offenders nomadic and travel across Alberta to find local partners to continue to proliferate their crimes. Thanks to the resources available to the Alberta RCMP, we are able to efficiently coordinate investigations such as these and make sure that, no matter where a criminal commits their crimes, we will be there to catch them”.

Two killed in collision north of Redwater at Highway 38 intersection

Two people are dead and another was seriously injured following a collision involving a semi-truck and a pickup truck north of Redwater on Saturday afternoon.

Emergency crews were called to the intersection of Highway 38 and Highway 643 at approximately 4:48 p.m. on Dec. 13 after a collision between the two vehicles, according to Redwater RCMP.

Police say a semi-truck travelling west on Highway 38 failed to stop at a posted stop sign and collided with a pickup truck travelling southbound, where Highway 38 transitions into Highway 643.

The driver of the pickup truck, a 41-year-old man from Edmonton, and a 34-year-old male front-seat passenger from Sherwood Park were pronounced dead at the scene.

A 43-year-old woman from St. Albert, who was seated in the back of the pickup truck, was taken by ground ambulance to hospital with serious injuries. The driver of the semi-truck was treated and released from hospital.

Redwater RCMP continue to investigate the collision with assistance from an Alberta RCMP collision analyst.

RCMP officers stand with veterans for Remembrance Day

Royal Canadian Mounted Police officers will stand alongside veterans and Legion members at Pincher Creek’s Remembrance Day ceremony, continuing a long tradition of honouring shared service to Canada.

Officers wearing the RCMP’s distinctive ceremonial uniform, the Red Serge, will participate in the Nov. 11 ceremony at Community Hall, joined by firefighters and community peace officers.

“RCMP will be attending the Remembrance Day Ceremony with the local Legion to honour and remember the men and women who served, and continue to serve, this nation,” says Const. Rachel Welsh of the Pincher Creek detachment.

The Royal Canadian Legion has long recognized the RCMP as part of its service family, with officers serving as sentries and active participants in annual ceremonies.

“They’ve always been involved in our services over the years,” says Dick Burnham, service officer for the Pincher Creek Legion. “They are an honour guard at the cenotaph that we have set up and they have always taken part.”

The Legion recognizes RCMP members as ordinary members and veterans, acknowledging their service in various conflicts and peacekeeping missions over the decades.

Retired RCMP member Nigel Whittington will assist with wreath-laying during this year’s ceremony.

Burnham says the Legion values its bond with the RCMP and other emergency services.

“I think it strengthens the bond, and it’s good to recognize them and we welcome them as members of the Legion,” he says. “We have always been very happy to have them involved.”

Personal meaning for officer

“Remembrance Day is a time to honour sacrifice, service and duty,” says Const. Welsh, who comes from a military family.

“The act of remembrance is deeply personal and important to me. With being an RCMP officer we are part of the Armed Forces regiment, so we both honour those who have served this country.”

Welsh says strong values are instilled in RCMP officers early in their training, where drill classes emphasize respect for the uniform and pride in belonging to a national police service with deep roots in Canadian history.

“It makes me proud and honoured to be a Canadian putting on the RCMP uniform every day,” she shares. “Remembrance Day reminds us officers of the courage, loyalty and integrity that comes with wearing the uniform.”

Ongoing veteran services

The Legion’s commitment to RCMP members extends beyond Remembrance Day through year-round veteran services.

“Our veteran service branch across Canada and our local service officer will help them deal with any problems they have with their pensions and disability claims,” Burnham says.

Several retired RCMP members continue to reside and maintain community connections in Pincher Creek.

Community support encouraged

Burnham encourages community support for all veterans through the local Poppy Campaign.

“Our funds are used to assist veterans locally — both Canadian Armed Forces and RCMP and their families.”

Burnham’s work continues year-round as he helps veterans with their needs. As soon as the Nov. 11 ceremony is done, he will start working on next year’s campaign.

The family of missing six-year-old Darius Macdougall has released a statement detailing the circumstances of his disappearance and addressing public speculation about the Sept. 21 incident.

Vanessa Collett, speaking for the family, posted a statement to the Bring Darius Macdougall Home Facebook page on Oct. 14.

Darius went missing from a family camping trip in the Livingstone Public Land Use Zone near Tent Mountain Road. Exhaustive efforts by RCMP, search-and-rescue teams and independent searchers have provided no clues to what happened to the Lethbridge boy.

Family camping trip

Extended family members gathered to celebrate birthdays that weekend in the backcountry camping area, according to the statement.

Darius arrived Sept. 19 with his father, Dallas, his father’s girlfriend, Buffy, and Buffy’s daughter Kya. Grandparents, aunties, uncles and cousins filled out the group. Darius’ mother, Maegan was not present at the campground.

RCMP reported Darius was walking with six youth family members, with no adults present, when he disappeared.

Collett says the children were playing on an island adjacent to the camp, just across the creek, while the adults packed up. “The adults could see them.”

“Darius, Kya and an unnamed cousin were walking/playing together with other kids close by,” says Collett. “They turned their backs and Darius was gone.”

Search efforts

Search and rescue were setting up within 20 minutes of the grandmother’s call to 911,” says Collett.

“We searched long into the night the first day, hoping for a quick resolve to a very scary incident,” she says. “The family had searched tirelessly and with extreme effort, often going until they physically couldn’t go any longer. We worked side-by-side with SAR, eliminating each section of the map.”

Buffy spent hours searching with the family while Dallas remained at camp as per RCMP’s request, says Collett.

Maegan (Darius’ mother) also came to the mountain and worked with RCMP.

At least 20 to 25 adult family members were present in the first week to assist with the search, according to the statement.

RCMP and SAR Alberta wrapped up the official search on Oct. 1, but Darius’ family and people from the Crowsnest Pass area and beyond continue searching for him.

Adam Kennedy of Search and Rescue Alberta  said Oct. 1 that teams had covered about 22 square kilometres, scouring the rough terrain on the ground, from the air and in the water.

No clothing, no footprints, no signs of Darius were found.

“There’s no indication that foul play is involved, we’ve just exhausted all search tactics,” Cpl. Gina Slaney, RCMP public information officer, said that day.

Two volunteer teams of cadaver dogs searched the backcountry area over the Thanksgiving weekend. No trace of Darius was detected.

Highway not secured

The family claims the campground and highway were not locked down properly during critical hours after Darius went missing.

“There is a chance he is no longer in the area and we are asking the public to share his photos and place his posters everywhere,” Collett says.

Highway footage at the nearby Highway 3 intersection was collected and reviewed and Collett says trails cameras in the area have been reviewed or requested from owners. Drivers have been asked to share Sept. 21 dashcam footage with RCMP.

The family continues to search and is focusing on sharing Darius’s photo across Canada.

Darius stands about four feet tall and has short brown hair.

Privacy and public scrutiny

The family requested privacy to safeguard themselves and the other young children involved after suspicion and accusations were directed toward them on social media.

Collett says while “the family had natural fears and questions at first, especially the mother who wasn’t present,” they are united in their concern for Darius.

The statement comes after another tragedy for the family. Buffy’s daughter Kya, also six, died in a separate incident last week.

“Instead of the mother being focused on grieving a tragic loss, the community has chosen to attack her,” says Collett.

“This was an unexpected, horrible tragedy for a family already feeling broken from Darius’s disappearance.”

The family thanked staff at Pincher Creek hospital, STARS and Alberta Children’s Hospital, and will not be commenting further on Kya’s death.

ALERT seizes drugs, firearms in Lethbridge trafficking investigation

Drugs and firearms have been seized and seven people charged with drug trafficking following the search of a Lethbridge home, according to an ALERT news release.

ALERT Lethbridge’s organized crime team and Lethbridge Police Service searched a home on Laval Road in west Lethbridge on Sept. 16. The home has recently been the subject of numerous public complaints about suspected drug activity, the release says.

Police located varying amounts of fentanyl, methamphetamine and cocaine, along with two firearms.

Andrew Hall, 44, was arrested at the home. ALERT alleges he was supplying drugs to street-level fentanyl dealers who predominantly operated in the city’s downtown.

Six street-level drug dealers were linked to this arrest. In total, the suspects face 28 criminal charges related to drug trafficking.

“Police and residents are tired of drug trafficking in the downtown core,” says Staff Sgt. Trevor Sheppard of ALERT. “Drug traffickers will attempt to hide in our neighbourhoods while they prey on the vulnerable areas in the city. This targeted enforcement campaign cut off this drug supply network and has also taken a number of prolific dealers off the street.”

Most of the suspects remain in custody with court appearances scheduled for Oct. 16:

  • Andrew Hall, 44
  • Courtney Ogbogu, 35
  • Marty Fransen, 50
  • Shaun Dyck, 36
  • Anna Switzer, 35
  • Matthew Clark, 41
  • Nicole Hormoth, 39

ALERT will send both seized firearms to the Provincial Firearms Lab for analysis to determine if they can be linked to other crimes.

ALERT began this investigation in June in response to community concerns about drug trafficking in the downtown.

Anyone who suspects drug or gang activity can call local police or contact Crime Stoppers at 1-800-222-8477.
